* Professor Alain Noël (Université de Montréal) and Professor Denis Saint-Martin (Université de Montréal).

Title of the project: La construction de l'Union sociale en Europe et au Canada: méthodes de coordination et indicateurs de résultats.

In this project, the researchers will compare the Canadian and European experiences of social policy collaboration and coordination in order to better understand new and emerging political and administrative practices. In Canada, the dramatic reduction of federal transfers in the 1990s undermined “national standards” and conditional transfers, and favored a more flexible approach, associated with collaboration and outcome indicators. This new approach is similar to some extent to recent developments in Europe, where the Open method of coordination and social benchmarking have become primary instruments of European social development. In both cases, we can see a more or less explicit evolution toward new political and administrative practices that stress social learning and policy results rather than standards and processes. We propose to study more systematically the theoretical, empirical and practical implications of these parallel evolutions.

* Professor Antonia Maioni (McGill), Professor André-Pierre Contandriopoulos (Université de Montréal) and Ms. Delphine Arweiler (Candidate au Ph.D., Université de Montréal et Université de Bretagne Occidentale).

Title of the projet: Le future du modèle public en matière de santé: le Canada et l'Europe comparés.

Current debates taking place within the Convention on the future of Europe, and particularly those on the integration of nations in the European Union, question the integration of national health systems. This involves comparing Canada, which has one of the most decentralised federal health systems, to Europe in order to discuss the future of the public health system model, and provide an example for the European Union and its possible integration of national health systems. This  reflection will follow four points : 1) the foundations, the diffusion of the public model and current pressures faced by the public health systems 2) the specificity of the Canadian model compared to European models 3) the utility of recent European experiences, and 4) the continental integration in Europe and North America.
